County Administration
Cecil R. "Rhu" Harris Jr. is Hanover's County
Administrator, appointed by the Board of Supervisors on Nov. 10,
2004. Rhu Harris had been Interim County Administrator since May
28, 2004. He has been with Hanover County since 1984, when he was
hired as Assistant Director of Finance. Rhu Harris became Finance
Director in 1987. He served as Acting Assistant County Administrator
from 1990 to 1991, when he was appointed Director of Finance and
Administration. He became Assistant County Administrator for Finance
and Administration in 1994 and was appointed Deputy County Administrator
in 1998.
Hanover's County Administrator is responsible for implementing
the policies and procedures established by the Board of Supervisors.
The County Administrator is the chief executive of the County government.
Rhu Harris also directly supervises the departments of Human
Resources and Economic
Development.
John H. Hodges, Deputy County Administrator, supervises
the departments of Planning,
Public Works, Public
Utilities, Parks
and Recreation.
Joseph P. Casey, Deputy County Administrator, supervises
the departments of Finance,
Assessor's Office,
Fleet Services, Information
Technology, Internal Audit, Purchasing
and General Services and Facilities Management.
Marilyn J. Blake, Assistant County Administrator, supervises
the Department of Community
Resources, Community
Corrections and Pre-Trial Services and all of the County's
human services agencies in addition to being responsible for
intergovernmental relations and being the County's Legislative
Liaison.
James P. "Jim" Taylor, acting Assistant County Administrator, supervises
Fire/EMS, Animal
Control, Building
Inspections and Emergency
Communications.
