| CASA 25th anniversary, May 8, 2013 |
This is the 25th anniversary of the Hanover Court Appointed Special Advocates (CASA) program. Established in 1988, the CASA program trains, recruits, and supervises volunteers to advocate for the best interests of abused and neglected children involved in the Juvenile and Domestic Relations District Court process. Hanover was the first locality in the Richmond area to establish a CASA program. Delegate Chris Peace, whose mother Nina was one of the founders of the program, presented a certificate of congratulations from the General Assembly to CASA coordinator Melanie Baker (right). At the left is Sandra Heins, who was one of the original volunteers and still active in the program today.

The late James Russell ("Rusty" Dempsey) was honored by the Board of Supervisors and Mr. Via presented a plaque to his widow, children and other family. The Board recognized the extraordinary service by Rusty to Hanover County, both as a volunteer fire fighter and as a dedicated employee of the Department of Public Utilities. Rusty Dempsey began his career with Hanover County on September 4, 1979 and was a valued employee, co-worker and friend during his 33-year career with the Department of Public Utilities. Rusty Dempsey "did it all" during his tenure with Public Utilities; working in water distribution, sewer collection, repair and maintenance, meter reading, and as an operator of the County's lagoon systems, the Courthouse Sewage Treatment Plant, the Ashland Wastewater Treatment Plant and Doswell Water Treatment Plant. Rusty Dempsey also served as a volunteer firefighter for 39 years, including tenures as President and Vice President of the Ashland Volunteer Fire Company and also President of the Hanover Association of Volunteer Fire Companies. Rusty Dempsey was a loving husband to Dale, his devoted wife of 34 years, and a loving father to their four children, Lisa, Sam, Melissa, and Jamie. "Rusty Dempsey left us all too soon and will be missed by all who knew him," read the Board's resolution.

Kirk Rohle was recognized by Mr. Davis and the Board of Supervisors. Kirk Rohle, who graduated from Hanover High School in 2008 and Hampden-Sydney College last year, was recognized for his heroic acts in January 2012. A fire broke out in the Tiger Athletic Club house and after leaving the burning building, Kirk Rohle reentered the house in an effort to find his best friend, Benjamin Rogers (also of Mechanicsville). Kirk received serious burns before being able to escape the burning building. After multiple surgeries and with continued daily physical therapy and treatment, Kirk Rohle was able to return to his classes at Hampden-Sydney College last March in order to complete his senior year.

Eagle Scout Harrell carried out a community project by organizing a work crew to remove the extensive hedgerow that had overgrown the deteriorating split-rail entrance fence at Scotchtown and then cleared and disposed of the debris, graded the area and rebuilt over 300 feet of split-rail fence to enhance the entryway.

Mr. Via and the Board of Supervisors presented a resolution recognizing Fred Crosby on the occasion of his retirement after 26 years with Hanover Fire/EMS. Fred Crosby joined the Hanover County Fire Department 1986, serving as the first Training Officer and Assistant Fire Marshal before being promoted to Captain in charge of Training. He became the County’s first EMS Chief in 1989 and in 2002 was appointed Chief of Fire/EMS and Deputy Public Safety Director. Chief Crosby has helped develop a combination emergency services organization that has served as an international model, started Revenue Recovery for EMS transports for Hanover County and successfully led a high-performing EMS system, implementing advanced patient care protocols that have improved the quality of life for the citizens of Hanover County. Chief Crosby provided critical leadership in leading the Fire/EMS response to numerous major events and disasters; repeatedly facilitated a perfect performance for the North Anna Nuclear Power Station Drill; secured multiple federal grant awards to save Hanover citizen's tax dollars and advance the level of emergency services and preparedness for the County; and was an integral part of the search and recovery of Robbie Wood in October 2011, leading the Department in working hand in hand with the Sheriff’s Office and citizens. Chief Crosby is a National Registered Paramedic who holds numerous Fire/EMS certifications including Fire Investigator and is a member of the Virginia Fire Chief’s Association, International Fire Chief’s Association, National Association of Counties serving on Committees. He co-authored the Leading Combination Fire Departments textbook, demonstrating his leadership of the Hanover combination system.

Col. David Hines, Sheriff of Hanover County, was presented with an Achievement Award by Virginia Association of Counties (VACo) Executive Director Jim Campbell. The Sheriff’s Office received the Achievement Award for its’ Motorist Assistance program. The Sheriff’s Office has trained 24 Hanover residents to work in pairs and drive well-marked Ford Explorers equipped with yellow emergency lights. Their duties include helping stranded motorists, directing traffic, assisting with traffic hazards, and providing guidance and assistance to those traveling in and through the County. The VACo Achievement Awards is a competitive program recognizing local government programs in several award categories that are assessed according to their innovation, cooperation, and model practices.

Mr. Via and the Board of Supervisors presented the National Safety Council’s Industry Leader Award to Corina Nuckols, representing the Department of Emergency Communications. Hanover County Emergency Communications is one of only two local government agencies to be recognized as a 2012 “Industry Leader” by the National Safety Council. The Department’s employees worked 98,753 hours without any time lost to injuries in 2011. On the left is Greg Smithson, the County’s Safety/Risk Manager for Hanover County.

Mr. Via, Mr. Stanley and the Board of Supervisors presented a resolution recognizing Charles G. “Bear” Carneal upon the occasion of his retirement after 28 years with Hanover Fire/EMS. Deputy Fire/EMS Chief Carneal began his fire service career with the Ashland Volunteer Fire Company in 1976 and in 1984 was hired as the Hanover County Fire Department’s first Equipment Services Officer. He was promoted to Logistics Officer in 1991 and Captain in 1994. In 1996, Captain Carneal was chosen to be the second Deputy Chief for the Hanover Fire Department. He provided critical leadership for Hanover Fire/EMS in many emergencies, including over 6 hurricanes and 8 Federal-declared disasters. Deputy Chief Carneal was a key contributor in major initiatives such as the new Public Safety Radio System and has served as the in-house expert for Emergency Management; particularly for his knowledge of the North Anna Nuclear Response Plan, leading to 12 years of perfect performance in testing by FEMA. Deputy Chief Carneal has been key to the success of Hanover Fire/EMS through quiet leadership, mentoring and by holding the respect of everyone he has touched in his long service to the Department and the County. The Board thanked Deputy Chief Carneal for his dedicated service and leadership to the County of Hanover and the citizens he served and named him Honorary Deputy Chief Emeritus of the Hanover County Fire and EMS Department. |

Mr. Via and the Board of Supervisors presented a resolution recognizing John Nelms upon the occasion of his retirement after 22 years in Hanover. Mr. Nelms began his service to Hanover on January 24, 1990, as Hanover’s first Chief Assessor. He was responsible for the establishment of the Assessor’s Office and its staffing, operational requirements, systems and legal compliance in preparing for the County-wide real property assessment performed for January 1, 1992 and annual assessment process thereafter. Mr. Nelms has served citizens and businesses in responding to questions or concerns regarding their properties, managed an appeals process in adjusting valuations and has served as staff support to the Board of Equalization; all of which met or exceeded professional and legal standards of assessment. Mr. Nelms was instrumental in the hiring and training of appraisers that have earned appraisal professional designations and State licenses at one of the highest rates in the State. In 1993, the Hanover County Assessor’s Office was presented with an award for Outstanding Service and Professionalism by the Central Virginia Chapter of the Appraisal Institute in appreciation for service given to the public and community. John Nelms served as President of the Central Virginia Chapter of the Appraisal Institute in 1995 and currently serves as the Membership Chair for the Virginia Association of Assessing Officers. The Board thanked Mr. Nelms for his dedicated, able, and consistently excellent service to the County and its citizens and offered its best wishes for a long, healthy and happy retirement.

The Mechanicsville Major Softball (11-12) All-Stars were recognized by the Board of Supervisors for their outstanding season. The Mechanicsville Softball Majors won the state championship and outscored their postseason opponents 125-6 and the other Southeast Regional teams 49-2 before losing to North Carolina in the elimination round.

Sue Forbes Watson was recognized by Mr. Via and the Hanover Board of Supervisors for her 36 years of service as Ashland District’s representative on the School Board. First appointed in 1976, Mrs. Watson was the longest-serving member of the Hanover County School Board and during her tenure served 9 years as Vice-Chairman and 8 years as Chairman. During her tenure, the County constructed 10 new schools as well as the Georgetown School and The Hanover Center for Trades and Technology, and the School Division added an International Baccalaureate and advanced placement curricula, JROTC, Graduate Warranty, Channel 99, the School Resource Officer Program in concert with the Sheriff’s Office and created the Hanover Education Foundation. The Board thanked Mrs. Watson for setting an example for students, educators, and citizens “through her active participation and dedication to the County of Hanover and the education of its children by her untiring efforts to maintain a standard of excellence.”

The Board expressed its heartfelt appreciation to Mr. Forcum upon his resignation as president of I-CARE.

| K-9 Veterans Day Proclaimed, March 28, 2012 |
The Board of Supervisors has proclaimed each March 13 as K-9 Veterans’ Day in the County of Hanover and calls upon all residents to acknowledge and support our four-Legged Soldiers and honor all of the Civilian/Military Working Dogs and K-9 Veterans of all our wars. The official United States K-9 Corps was created March 13, 1942. Due to the current war on terror, such dogs as Customs Dogs, Search and Rescue Dogs, Border Patrol Dogs, Police Dogs, Secret Service Dogs and many more are included with the Military Working Dogs in this recognition as they also help protect and serve our Country. It is well known that the K-9’s are loyal, loving, and devoted and will knowingly place themselves in harm’s way, make the ultimate sacrifice and lay down their life for their partners. Rudy Ingroff was recognized by Mr. Wade and the Board of Supervisors for his 18 years of leadership on the Hanover Senior Travel Commission (HSTC). Mr. Ingroff, a resident of the Cold Harbor District, was appointed to the Hanover Senior Travel Commission when it was created in 1994 and served as the group’s chairman until 2011. The family of the late Earl F. “Billy” Kelley was recognized by Mr. Stanley and the Board of Supervisors. “Billy” Kelley was the owner of a general merchandise store known as “Kelley’s Country Store” located in a 1931 frame building on U. S. Route 301 near Hanover Courthouse where citizens or those just passing through could stop for groceries and gas or just relax, visit, eat lunch and have ice cream. He had also served on the Historic Courthouse Area Advisory Committee since December 2002; where he could always be counted on to contribute his institutional knowledge of the Historic Courthouse and its environs, his knowledge of the present day Courthouse community and his good common sense. Mr. Kelley had a love of Hanover history and artifacts which he displayed in his store for all to see. The store remains open. Pictured with Mr. Stanley are Mr. Kelly’s widow Catherine, his daughter Amanda; and his son-in-law Jeff.

Mr. Via and the Board of Supervisors presented a resolution recognizing Alan Wright upon the occasion of his retirement after 26 years. Mr. Wright served the County in positions including Purchasing Agent, Director of Purchasing and General Services and Purchasing Division Director, achieving an excellent record of compliance with applicable regulatory requirements and with the highest ethical standards. Mr. Wright built the Purchasing Department into a highly respected team furthering the County’s interests in the areas of procurement, risk management and other management services and successfully managed the transition to prepare for his retirement and other changes in the County structure. He also instituted numerous improvements in business practices, including use of the Commonwealth of Virginia's electronic procurement portal eVA for bid lists and vendor notifications to promote vendor competitiveness, efficiency and cost savings for the County. His accomplishments included drafting and implementing the Motor Vehicle Safety Policy promoting County driver safety; managing insurance procurement and administration of claims and initiating establishment of risk management as a distinct function of the General Services Department; advising the High Speed Internet Committee appointed by the Board of Supervisors to study internet service in the County; participating in reviews and updates in County government telephone and wireless services as the technology and cost factors changed over the decades; and drafting and implementing numerous revisions to the County's procurement policies and effecting changes in practices to achieve compliance with legal requirements, to improve efficiency, and to make County procurement as competitive and objective as possible. The Board thanked Mr. Wright for his dedicated, able, and consistently excellent service to the County and its citizens and offered its best wishes for a long, healthy and happy retirement. |

Mr. Stanley and the Board of Supervisors recognized Joseph D. Exline for his contributions to Hanover County. Mr. Exline was a founding principal and President of the Beaverdam Heritage Days Foundation from 1996 through 2011. Beaverdam Heritage Days Foundation is a non-profit Foundation helping to support local organizations in fund raising activities and to bring community awareness of the unique history and cultural contributions leading to the development of the present-day village called Beaverdam, Virginia. Active in the leadership of Beaverdam United Methodist Church, Mr. Exline also serves in community outreaches and on local civic association boards, including the volunteer project to construct a museum and learning center in Beaverdam. |

Mr. Stanley and the Board of Supervisors presented a resolution expressing its sympathy on the passing of the late Lois Wickham. The resolution stated that Mrs. Wickham was an invaluable resource to generations of Hanoverians and visitors to the County through her leadership in the Hanover County Historical Commission, which she served for 22 years, and the Hanover Historic Courthouse Area Advisory Committee, which she served for 9 years. Mrs. Wickham "had an exceptional interest and desire to preserve the historical resources in Hanover County and has left an indelible impact on the preservation of Hanover County’s history that will benefit and serve future generations," the Board’s resolution stated. Mrs. Wickham was also recognized by the Board last August. Receiving the resolution was Mrs. Wickham’s nephew, Lynn Wingfield. |
