What are Intensive Community Treatment Services?
Intensive Community Treatment (ICT) is a multidisciplinary team
approach to provide comprehensive, community based psychiatric treatment,
rehabilitation, and support to adults with serious and persistent
mental illness. A team of professionals whose background and training
include psychiatry, social work, rehabilitation counseling, and
nursing provides these services.
Who is Eligible?
The Intensive Community Treatment team serves clients who meet
the following criteria:
- A diagnosis of serious mental illness.
- An inability to consistently perform the range of practical
daily living tasks and/or an inability to be consistently employed
- The client must demonstrate potential for enhanced functioning
with ICT services.
- Problems in one or more of the following areas which indicate
high service needs:
- High use of psychiatric hospitals
- Long standing, servere, major symptoms
- Coexisting substance abuse
- High risk for criminal justice involvement
- Primary health condition that requires monitoring
- At risk for being homeless
- Inability to participate in traditional office based services.
- Due to the intensive nature of this service and the lifelong
commitment to the clients accepted, a limited number of openings
are available.

Counseling Services
What are Counseling Services?
Counseling services are provided when it is determined that an
individual who is requesting help for mental health and/or substance
abuse problems is best served by meeting with a clinician/therapist
on a regular basis, for a specified time frame, to focus on goals, objectives and strategies
for solving problems together. These services are primarily provided
in the clinic setting.
Who is Eligible?
Residents of Hanover County who desires help to work on mental
health and substance abuse problems, and is willing and able to
actively participate in their own treatment, is eligible for counseling
services at Hanover County Community Services Board. Eligibility restrictions exist for this service. Please contact us for further information regarding eligibility. Some clients will be eligible for ten therapy sessions only.
What Services are Offered?
Counseling services are provided individually, in groups, and to
families, depending on the nature of the client's presenting problem.
Counseling is provided in a confidential setting with a focus on
supporting and strengthening the consumer's ability to help him/her
self to achieve his/her goals. These goals could include reducing
stress and or depression, improving relationships and functioning
at work and home, and recovery from drug and alcohol dependence
and addictions. Counseling will be time limited for those who are
able to easily reach their treatment goals. It may be longer
for those who have a persistent mental illness or substance abuse
problem. Services are provided in our Mechanicsville and Ashland
offices, with limited evening appointments available.

MH/SA Crisis Services
What are Crisis Services?
Crisis services are a 24 hour, 7 day a week emergency program within
the Hanover County Community Services Board (CSB). Crisis provides
emergency mental health and/or substance abuse services. In addition,
it is the entry point for outpatient MH/SA services at the CSB for
Hanover County residents who meet the eligibility criteria for these services.
Who is Eligible?
Hanover residents, and anyone who is physically located within
Hanover County during a mental health or substance abuse emergency
is eligible for crisis services.
What Services are Offered?
Services include evaluation for psychiatric hospitalization, brief
therapy for crisis stabilization, assessments and referrals to other
service providers, and assessments and referrals to Hanover County
CSB programs and providers. Evaluation and assessment can take place
at the agency or when necessary, in the client's home.

MH/SA Elderly Outreach Services
What are Elderly Outreach Services?
The Elderly Adult Outreach Service is a way of reaching home-bound
adults who are in need of intervention for emotional and mental
illnesses.
Who is Eligible?
Hanover County residents who are at least 60 years of age and homebound,
and who suffer from emotional or mental illness.
What services are offered?
Assessments and follow-up, home visits, arrangement of and transportation
to psychiatric appointments when necessary, family support, and
referral to other community resources as needed.

Home-Based Services Program
What are Home-Based Services?
Home-Based Services Program is an intensive, community-based program
that serves children under the age of 18 old and their families.
The service is structured to maintain children with serious emotional
and behavioral problems in the community. It is provided in the
context of the family and geared to help families reduce crises,
increase functioning, and access resources.
Who is Eligible?
The Home-Based Program serves Hanover County resident families
with youth under the age of 18. At the time of referral the youth
are at risk of removal from the home or are transitioning into the
community from a previous out-of-home placement. Services are designed
to assist families with multiple problems and multi-agency involvement.
Home-Based referrals are considered for assessment based on the
following five criteria:
- One parent or guardian must participate in the service with
the youth.
- The child has a defined mental health problem.
- Less intensive family and community services have been used
and found to be insufficient to meet the needs of the youth and
family.
- The youth is at risk of removal from the home.
- The youth is transitioning back into the community from an
out of home placement.
What Services are Offered?
Home-Based services consist of intensive family and community treatment
and include the following:
- Crisis assessment and intervention services that include 24
hour access.
- Family assessment and therapy in the home.
- Intensive case-management provided in the community to coordinate
multiple systems, needs, and resources.
- Individual assessment, therapy and referrals to improve family
functioning.

Mental Health/Substance Abuse Case Management Services
What are Mental Health/Substance Abuse Case Management Services?
Case management services provide support and assistance with the
concrete needs of individuals with mental health and/or substance
abuse problems. If eligible, a client is assigned a case manager
to oversee and monitor their service plan. In many instances, the
case manager will provide the client direct assistance with a range
of service needs. Case management services may be provided in the
office, in the client's home, or in the community.
Who is Eligible?
Residents of Hanover County that request mental health and substance
abuse services may be eligible for case management. To be eligible,
the client must have a need for multiple services that require referral
and coordination among a variety of providers, and the client is
unable to manage this without assistance. The need for case management
services is determined at the time of intake. Some clients receive
both case management and counseling services.
What Services are Offered?
Case management services may include, but are not limited to the
following:
- Telephone and face to face outreach.
- Supportive guidance.
- Referral to other service providers to obtain health care,
housing, financial assistance, legal advice, etc.
- Meetings with the consumer and other professionals to advocate,
support, and collaborate on the client's behalf.
- Home and school visits.
- Education about the client's illness, and how to reduce symptoms,
enhance recovery and maximize potential for independent, productive
community living.

Substance Abuse Services
Adult
What are Substance Abuse Services?
Substance abuse services are those which provide assessment and
treatment for adults who are experiencing problems resulting from
their use of drugs and/or alcohol. The problems may be occurring
at work, with family and friends, or may have involved the person
with the court system.
Who is Eligible?
Hanover residents.

Substance Abuse services include:

Intensive Outpatient Program (IOP)
What is the Intensive Outpatient Program?
The adult IOP provides an outpatient alternative to residential substance abuse treatment. Our goal is to provide an intensive treatment program without clients having to leave their jobs and families for 28 days. Participants receive intensive education and support throughout the 10 week IOP. They attend group 3 times per week and families once per week. The curriculum is designed to help participants increase their motivation to abstain from alcohol and other drugs and to establish a recovery program. All participants are required to attend 12 step recovery groups as well. Once the IOP is completed, they have the option of attending our “Taking Action Group” weekly for ongoing support or individual aftercare if clinically indicated.
Who is Eligible?
Any Hanover resident, court ordered or voluntary, who has met with a clinician for an assessment for clinical appropriateness first. In addition, for optimum treatment the group has a maximum capacity of 12 at any one time, therefore to be eligible a slot must also be available.
What Services are Offered?
The Adult IOP consists of a 10 week course of treatment with groups that meet 3 evenings per week for 3 hours each group. Follow up is available either in a weekly group meeting or individually for a total of 10 additional weeks if clinically indicated. Random drug screens are included in the program model.

Juvenile Drug Treatment Court Program
What is drug court?
Hanover’s Juvenile Drug Treatment Court program is revolutionary approach in addressing substance abuse/dependence in adolescents who engage in criminal behaviors through providing therapy and probation supervision through a partnership of community agencies and private business partners.
Who is eligible?
Adolescents with a substance abuse/dependence diagnosis, between the ages of 13 and 17 (at time of entry into the program), are residents of Hanover, have appropriate non-violent criminal charges and have a willing parent/guardian to participate in treatment with the adolescent are eligible for the program.
What services are offered?
The Drug Court is an intensive, outpatient, substance abuse treatment program which offers intensive probation supervision, judicial supervision, group and family therapy, individual and home based therapy as appropriate, random and frequent drug and alcohol screening, parent support group, school monitoring and other services as needed by the consumer and family. Rewards and sanctions are used to provide external motivations for change, while treatment seeks to inspire internal motivations for change.

Adolescent - Recovery For Teens (RFT)
What is Recovery for Teens?
RFT is a 10 week comprehensive substance abuse group for teens and their families. The teens attend group twice weekly and family members attend once weekly. The curriculum includes education about substance use as well as the process for recovery. Group support helps encourage participants have a solid start on their recovery at the end of the 10 week program. Upon completion of the group continued attendance at 12 step recovery meetings is strongly encouraged.
Who is Eligible?
Hanover teens, 14 and older, who are using or experimenting with substances are eligible for the service. In addition there must be at least some motivation for the teen to engage in treatment efforts. Parents and other family members must agree to participate in their teens’ treatment program.
What Services are Offered?
An assessment for clinical appropriateness for services followed by the 10 week group twice weekly. Weekly drug screens are given to participants. Follow up includes a strong recommendation to continue in a 12 step recovery meeting somewhere in the community. Individual aftercare counseling is available if clinically indicated.

Psychiatric Services
What are Psychiatric Services?
Psychiatric Services are medical services that are provided to
individuals by CSB child or adult psychiatrists. Most often these
are provided in clinic settings.
Who is Eligible?
Some residents of Hanover County who have requested mental health, mental
retardation and /or substance abuse services from the CSB may be eligible
for medical services if referred by their CSB counselor/clinician or
by the crisis staff, following a face to face assessment.
What Services are Offered?
Services include, but are not limited to the following:
- Psychiatric Evaluation - This in-depth evaluation by
the psychiatrist is done to obtain background information about
all aspects of the client's symptoms, their physical health and
life in general, both in the past and present. This provides a
starting point for the psychiatrist in determining what medical
and non-medical services are needed. This service may include
prescription of medications and referrals for lab work or a check
up by a general practitioner.
- Authorization for Treatment - This service is provided
as part of a psychiatric evaluation if the client's insurance
requires a psychiatrist to authorize that a client has a medical
need for therapy. This evaluation of the client must take place
no later than 3 visits beyond the client's intake appointment.
- Medication evaluation - This meeting with the psychiatrist
is usually briefer than a psychiatric evaluation and is intended
to follow up on a course of treatment that has already been established,
such as medication effectiveness.
- Crisis evaluation - This type of evaluation is intended
to assess for, and if possible, divert from a psychiatric hospitalization.
- Consultation - A meeting or phone contact with CSB staff,
or other professionals, individually or in a group, to provide
input about a client's treatment needs.

Psychosocial Rehabilitation – RAFT House
What is Psychosocial Rehabilitation?
Psychosocial Rehabilitation is a clubhouse program that provides services to adults with serious mental illness. It assists those persons who need to establish a daily routine, who need to develop a broader social network, or who need to develop life or prevocational skills in order to live independently or to maintain employment. RAFT stands for Recovery, Acceptance, Friendship and Teamwork.
Who is Eligible?
Individuals must be 18 years of age or older, have a primary diagnosis of mental illness, and be actively receiving treatment or case management for their mental illness from Hanover County Community Services Board.
What Services are Offered?
- Individuals must be referred to RAFT House through the CSB intake process. They may visit the program for a few days before a formal commitment is necessary. Members pay a monthly fee of $10 and receive breakfast, a hot lunch, and snack daily. Each consumer who joins the program is expected to participate in activities and work in one of the program's work units (kitchen, clerical or environmental). In this way, they help maintain the facility's operation.
- Members set their own goals and staff work with them toward achievement of those goals. This work may include teaching skills like computer Internet use or word processing, teaching cooking or cleaning skills, budgeting, gardening, or job application and interview activities.
- The program is located in a rural setting 2 miles north of the town of Ashland, Virginia. Program hours are 8:30 a.m.- 4:30 p.m., Monday through Friday. Social programs and outings are also scheduled after hours and on Saturdays.

Youth Day Treatment
What is Youth Day Treatment?
A program in the public school setting for middle school students who may otherwise need private day services. Youth Day Treatment provides education as well as daily individual and group therapy.
Who is Eligible?
Students referred by the lead teacher specialist for their corridor who would benefit from daily structure, support, and therapy with an Individualized Education Plan (IEP) that indicates that the placement is appropriate.

Educational instruction, individual therapy and group therapy
