"Bang For The Buck" Road Projects Approved

On Sept. 24, 2003, the Board of Supervisors approved $410,000 from
road cash proffers to design and construct safety improvements on
four Hanover County roads.
Projects approved were:
- $115,000 to improve the site distance and alignment along Pole
Green Road west of Fallman Drive
- $105,000 to improve the intersection of Tyler Station Road and
Teman Road
- $103,000 to add an eastbound right turn lane on New Ashcake
Road at its intersection with U.S. 301 and to extend the northbound
left turn lane on U.S. 301 at the same intersection
- $87,000 to add a right turn lane for eastbound to southbound
Cold Harbor Road at the intersection of Cold Harbor/Lee-Davis/Walnut
Grove roads
These four projects, along with a previously approved project to
install pavement reflectors along U.S. Rt. 33, head the list of
42 safety improvement projects Hanover County has identified for
local funding through the use of road cash proffers.
The Board of Supervisors has divided the projects into four groups:
suburban projects east and west of U.S. 301 and rural projects east
and west of U.S. 301. Each of these "quadrants" has one
of the above projects. The idea is to get more "bang for the
buck" on road improvements by using the cash proffer money
to complete smaller-scale safety improvement projects.
Other proposed rural projects east of U.S. 301 include:
- The intersection of Rockhill/Crown Hill/Beulah Church/Cold Harbor
roads (poor intersection geometrics)
- Hanovertown Road and Studley Road (inadequate sight distance)
- Crown Hill Road and Beattes Mill Road (poor intersection geometrics)
- McClellan Road and Westwood Road (inadequate signage)
- Rockhill Road and Market Road, poor intersection geometrics
- McClellan Road and Old Church Road (inadequate sight distance)
- River Road and Rt. 360 (inadequate sight distance)
- Westwood Road and Flannigan Mill Road (inadequate sight distance
and signage)
- Pole Green Road east of Williamsville Road (inadequate sight
distance)
Other proposed rural projects west of U.S. 301 include:
- Rt. 33 and Greenwood Church Road (add left turn lane on Rt.
33)
- Stone Horse Creek and Rt. 33 (add right turn lane on Stone Horse
Creek Road)
- Rt. 54, from Ashland town limits to U.S. 301 (add shoulder wedges)
- Beaverdam Road railroad crossing (inadequate signage)
- Vontay Road and Pinhook Road (inadequate signage)
- Rt. 54 and Blanton Road (inadequate sight distance)
- Blanton Road and Greenwood Road (inadequate sight distance)
- Taylor Creek Road and Dunns Chapel Road (inadequate sight distance)
- Dunns Chapel Road and Cantebury Road (inadequate sight distance
and signage)
- Greenwood Road and Rt. 33 (inadequate sight distance)
- Bourne Road and U.S. 33 (radius improvements needed)
- U.S. 33 and Rt. 54 (Rt. 33 movement doesn't have priority)
Coatesville Road and Teman Road (poor intersection geometrics
and inadequate signage)
- Pouncey Tract Road near Mile Branch Road (reverse curve/super
elevation)
- Howards Mill Road and Abner Church Road., inadequate sight distance
Other proposed suburban projects east of U.S. 301:
- U.S. 360 and Walnut Grove Road (add/extend turn lanes)
- Colts Neck Road and Walnut Grove Road (improve radius/add right
turn lane)
- Bell Creek Road and Rt. 360 (approach lanes needed)
- Lee-Davis Road and Rt. 360 (approach lanes needed)
- Walnut Grove Road between Rt. 360 and Pole Green Road (poor
alignment and inadequate shoulders)
- Creighton Road and Walnut Grove Road (improve radius and add
right turn lane)
- Creighton Road and Cold Harbor Road (poor intersection geometrics)
- Lee-Davis Road and Old Hickory Drive (add right turn lane on
Lee-Davis Road)
- Bell Creek Road (near Ukrops), analyze for traffic signal
Other proposed suburban projects west of U.S. 301:
- Cedar Lane and U.S. 1, poor intersection geometrics
- Intersection of Sliding Hill Road and Airpark Drive, add let-turn
lanes on Sliding Hill and Air Park
- Cool Spring Road, between Blakeridge Avenue and Hughesland Drive
(improve sight distance)
- Atlee Station Road and Wilmore Drive at Beechwood Farms entrance
(improve vertical and horizontal curve)
