Growth/Development

  • Residential growth rate of approximately 0.36% in 2010 and 0.34% in 2009 with 2011 growth rate expected to be 0.41%.
  • Comp Plan assumes average annual growth rate of 1.5-2.5% through 2027
  • According to the U.S. Census Bureau, Hanover’s official population in 2010 was 99,863
  • 22% of the County is in the Suburban Service Area and 40% of the County is designated as Rural Conservation Area
  • The County’s policies encourage growth within the Suburban Services Area instead of rural areas; in the fiscal year ending June 30, 2011, 75% of total occupancy permits were issued in the Suburban Service Area, slightly higher than the Comprehensive Plan goal of 70%
  • County has preserved 5,819 acres in historic land and open space through its RC (Rural Conservation) zoning district and the required conservation easements
  • 34 nationally registered historic sites
  • In 2006, the Board created a Mixed Use Zoning District. Within this MX District, a mixture of commercial and residential uses is permitted.
  • An MX Zoning District can be considered anywhere within the SSA that is appropriate for commercial or residential uses except within Economic Development Zones or areas that are designated for enhanced industrial uses.
