Project Planning Packet
In an effort to assist citizens and businesses planning
to develop property, the Planning
Department has created a project planning packet to provide basic
information on the development process. The components of the packet
are listed below.
This Development Guide is intended to assist citizens and businesses in determining the process that is required to develop property in Hanover County. Documents have been developed to address commercial, indistrial, multi-family residential, and single famliy residential projects, environmental management, and bond administration.
This checklist is a general guidance tool that the
County has created to help applicants be aware of processes that
they may encounter in property development. In some cases, not all
items, permits, fees, and bonds noted in the checklist will apply.
In other cases, the list may not encompass every issue pertaining
to your project. Please visit the Hanover County Planning Department
to allow a staff member to check those items that will most likely
apply to your project. Additional requirements may apply. Accordingly,
we encourage you to consult with a design or other appropriate professional
regarding planning and permitting requirements for your project
and regarding the potential costs and time required to prepare and
complete the requirements for a site plan and applicable permits.
This flow chart provides an overview of the steps
required to go from the rezoning of property to site plan approval
to issuance of the certificate of occupancy permit. If a property
is already correctly zoned for the proposed use, only the site plan diagram applies.
This worksheet is provided by the County for general
guidance to applicants. It is intended as a tool to help applicants
plan for the costs that they may encounter in property development.
It is the responsibility of the applicant, not the County, to determine
the costs and time estimates that will be entered into the worksheet.

all issues pertaining to your project. This worksheet should be
completed with the assistance of professionals such as a surveyor,
civil engineer, attorney, or other consultant. Please refer to the

this worksheet.
