Personal Property Taxes
Personal property taxes are due once a year in Hanover on February 5th following the end of a calendar year. Hanover's 2009 personal property tax rate for vehicles is $3.57 per $100 of assessed value. Aircraft are taxed at $0.50 per $100 assessed. Vehicle assessments are based on the trade value in the Official N.A.D.A. Guide. The assessment will be based on the purchase price if the vehicle is not listed in the assessment guide. A vehicle valued at $10,000 would be taxed $357.
Hanover County prorates the personal property tax on vehicles (not including boats). Taxes are calculated on the value of the vehicle and then adjusted for the number of months you owned the vehicle and/or the number of months the vehicle was garaged in Hanover. If you are moving from Hanover or to Hanover from another Virginia locality, the number of months you are taxed in Hanover during the year of the move will depend on whether the other jurisdiction also prorates taxes. Virginia law protects you from paying more than the equivalent of 12 months tax on any one vehicle. Hanover County offers a discount for vehicles with high mileage. A "Car Tax Relief " program was implemented in 1998 by the Commonwealth of Virginia as a multi year plan for phasing out the Personal Property Tax for privately owned “non-business use” vehicles. Under this program, tax relief is given on the first $20,000 in assessed value on qualified personal vehicles. Owners of qualified personal vehicles with an assessed value of $1,000 or less receive 100% relief. Vehicles used for business purposes, including "farm vehicles", and vehicles with a gross weight in excess of 7,500 pounds do not qualify for car tax relief.
